This project has required liaison with up to 20 fragmented landowners involving a multi-party Project Delivery Agreement. Trio Property Group prepared the development application for the site including project management of all technical inputs and negotiations.

Trio Property Group prepared a site analysis and ‘highest and best use’ study for a surplus site South Western Sydney. Technical investigations and consultations were compiled into a concise report providing the client with a useful decision-making tool.

Place Infrastructure Compact and The Pulse

Trio Property has assisted the Greater Sydney Commission (GSC) on a number of innovative projects.

The Place Infrastructure Compact (PIC) is a collaborative approach to infrastructure and planning, bringing government, business and the community together to match housing and job growth with infrastructure delivery. Trio Property assisted the Greater Sydney Commission (GSC) in the project management of the PIC Pilot for the Greater Parramatta and Olympic Peninsula, and the Western Sydney PICs. Trio Property managed the preparation of the Infrastructure and Service assessments and green infrastructure strategy for the PICs.

The Pulse of Greater Sydney was released in July 2019. The Pulse is a response to the statutory requirement for the GSC to monitor the implementation of the Region and District Plans. It is the first time a comprehensive monitoring and reporting framework, gathering publicly available data, has been available. Trio Property assisted GSC in project managing the data collection and production of the Pulse.

Western Sydney University (WSU), Campus Re-Developments

Trio Property has managed the planning, selection of development partners, project delivery and sales/leasing phases of multiple projects for Western Sydney University (WSU). Common to all projects has been Trio Property’s ability to clearly define objectives and outputs at the outset of the project, drive the negotiations with potential development partners, appoint and co-ordinate technical teams and contractors with a well-defined scope of services, manage a clear and strict program, and manage consultant and contractor budgets.

Trio Property has been instrumental in the drafting of Expressions of Interest (EOI) and Request for Proposals (RFP) documents to source suitable development partners for the University, negotiate terms and execute project documents. Trio Property has been responsible for the negotiation of the transaction structure, and preparation of related project documents including a Project Delivery Agreement, Development Management Agreement, Co-owners Agreement, Ground Lease, project consultant briefs, project feasibility and overall project business case preparation for approval of the University Board of Trustees

Below is a list of Projects Trio Property has delivered for the University in recent years, some of which are ongoing. Typically, these transactions involved separate land, development and tenancy components.

  • WSU Westmead Campus Redevelopment: 122,000sqm of GFA offering a mix use masterplan development: 71,000sqm residential, 46,000sqm of commercial/retail, 5,000sqm education.
  • Innovation Quarter Westmead: A mixed use commercial and retail development delivering 46,000sqm GFA.
  • 2-6 Hassall St, Parramatta: A 29,000 sqm building delivering 10,000sqm for the University of Western Sydney, and 19,000sqm for commercial tenancies.
  • Rickard Road Campus -Bankstown CBD: A 26,000 sqm vertical campus which includes two basement levels, ground floor and 18 upper levels. The lower levels will be occupied by WSU, and the upper levels used for commercial tenancies

Site remediation

Trio Property Group assist LAHC in the project management of the demolition of existing ‘aged’ homes across multiple sites in Sydney. The sites, once cleared, will be used for the construction of new housing within the LAHC portfolio. The sites at a number of locations across Sydney contain varying amounts of contaminates usually based around asbestos, lead paints and PCB’s. Our role included client liaison, managing compliance with approvals, facilitation of the project hygienist and site supervision.

Retention and Divestment Strategy

Trio Property Group reviewed land to be retained for school and farm use at Hurlstone Agricultural High School in Glenfield. A ‘Retention and Divestment strategy was prepared for surplus lands focussing on retaining the existing school buildings, boarding facilities and creating a new farm hub and identification of surplus lands suitable for housing and community uses.

The project included a multi-disciplined approach, liaising with SINSW, DPIE, TfNSW, TransGrid, Property for NSW, Campbelltown Council, Landcom and agricultural experts. The final Retention and Divestment Strategy was a useful decision-making tool to guide the future proposed rezoning of the site.

Earl Park Estate, Kitchener Harvest

Trio Property Group project managed the phase from post Development Application (DA) stage through to construction commencement, for a 20-lot rural residential estate in Kitchener NSW. This included a DA modification (Sec 4.55 application) to modify the staging of the development, engagement, and management of all consultants (including the marketing team), service approvals, controlled activity approvals, VPA matters, and the resolution of Aboriginal Archaeology matters via an AHIP.

Site Option Analysis

Trio Property Group assisted SINSW to identify a suitable site for a primary school in Rhodes East. The project management role included multi-stakeholder meetings, preparation of technical transport briefs and briefs for the architectural assessment of site options, management of cost plans, drafting of Government Executive briefing papers and Ministerial updates.

Planning Proposal – Henry Street, By The Park

Trio Property Group have assisted By The Park in the final stages of the Planning Proposal to rezone a commercial core site to a mixed use site in Penrith City Centre. Negotiations with Council have been required to resolve final floor space, heritage curtilage, flooding and Voluntary Planning Contributions. The proposed development is a strategic site which will ensure timely redevelopment alongside other Key Sites within the City Centre.

Kurri Kurri Hydro Site – Request for Proposal with Flow Systems

Trio Property prepared an independent Request For Proposals (RFP) for a site in the lower Hunter Valley. The client sought an RFP for a development partner to join them in the delivery of approx 2,000+ residential allotments as well as over 200ha of industrial and business zoned lands.

Within 9 days, Trio Property was able to prepare the RFP documents in consultation with the client, seek expressions of interest from prequalified Tier 1 and Tier 2 developers, assist in the construction (and eventual operation) of a virtual data room, provide guidance and assistance in the finalisation of the due diligence documents made available with the data room, and coordinated meetings with each tenderer.

Trio Property handled all data room Q&A matters and assisted the client in the final selection of the development partner, as well as the negotiation and preparation of a Project Delivery Agreement (PDA) between the two parties.

Trio Property has also been assisting Flow Systems in the finalisation of a planning proposal for the site, currently in the latter stages of the Gateway Process. Trio Property assisted in the management of documenting a new vision for the site, liaison with two Council’s, local and state authorities, as well as other local stakeholders such as South Maitland Rail.

The planning proposal is estimated to be finalised and approved by late 2019, or early 2020.
